Tolleson was founded by W.G. Tolleson of South Carolina in 1912. It was incorporated in 1929 and became a thriving area for agriculture. Perhaps less widely known, it was also the first city in Arizona to file a lawsuit calling for desegregation of schools, three years before Brown vs. Board of Education.

The department also offers classes through the Ballet Folklorico group, which maintains the area's heritage through dance. Residents enjoy the city's close proximity to several hospitals, Amtrak stations and institutes of higher education.
