Elgin has been a livable community since the 1880s when settlers in the area used non-filtered drinking water from the Fox River as their main source. Believed to have been a pristine source of water at the time, around the 1900s residents ceases using the water as it was being used by many by this time. After this, the technology for water filtration and distribution became much more sophisticated.
