Stephan Riley was the first registered land owner in the area in 1819, although more settlers didn’t arrive until 1832. Bay City was only a trading post until 1836 and was considered Lower Saginaw until 1857.
During the same year, the Michigan Legislature created Bay County. Because the community lies along the Saginaw Bay and along the eastern border of Michigan’s peninsula, the region was always known for its agriculture, fishing and salt mines. The original borders crossed over into Arenac County, Midland and Saginaw but assumed its current borders in 1883. Bay County now spans 443 square miles and 30 miles of lakeshore.
