The apartments need to be updated. Costs are too high for the apartments to be that old

Noise easily penetrates interior floors/ceilings and walls. Joists in the floor/ceiling above make cracking an Read Mored squeaking noises. Since the buildings have a common hallway on each floor, cigarette smoke will escape an apartment and infiltrate the hallway. No landscaping. Roads are in poor condition in many places. Old appliances and A/C. Cheap cabinets. Management is decent but not the best I have encountered. Location is convenient. Price is decent for the square footage.
