The only reason I gave an average and did not rate this complex higher was because of the inequity of having a Read More utility bill that is added above the rent. The inequity comes from the fact that the heat is shared and no matter how much you try to conserve you have no control over how much your monthly heating bill will be. The buildings heating system is a very old system and the only fair way to bill would be to include this utility some way into the rent payment.
