Bellaire was founded in 1908 by William Wright Baldwin, a vice president of the Burlington Railroad. The town was founded on what had been the ranch of William Marsh Rice. Baldwin organized 1,000 acres on the eastern edge into small truck farms, calling them Westmoreland Farms. Bellaire itself was roughly in the middle of the farms. The idea was for Bellaire to become an agricultural trading center and residential neighborhood. At the time, there was six miles of prairie between Bellaire and Houston.
