Though the area had long been inhabited by Native Americans, the area was discovered by the Europeans and famed explorer Samuel de Champlain sent an envoy to the region after hearing of its "riches" in the mid-17th century. After this initial settlement, the area was contested by the French and English until the divisive war between the two countries from 1754-1760. Eventually, the British took control of the area.

Several forts were built at the site, including Fort Howard during the Revolutionary War, but it was not until Wisconsin became a state in the mid-1800s that the city of Green Bay was incorporated.

The area became a haven for a number of European immigrant groups in the years following its incorporation, and it grew as an industrial and trading center during the expansion of American industry in the mid-19th century. Much of this history can still be seen, and much of the city retains this commerce-based feel.
