Clean apartment no rodents surprisingly, not the best neighborhood and can use new upgrades

It was time for me to resign my lease and I was in the process of figuring out whether I wanted to stay as a resident or not. When I made up my mind that I wanted to move I called and asked what was the process as far as payment, lease, etc. I was told by an actual manage that I could break my lease in November 2011, but also reminded them that my lease wasn't up until January 2012 and she stated that was fine. The next thing I know I get a letter in the mail stating that I owe for one mth. rent
