Avoid, apartments seem fine on surface but there are management problems. Despite being under "new management" regularly the man you actually deal with face to face has stayed the same and is very difficult to work with. Don't expect to get your security deposit back, a deposit which is more than any other I've payed btw.

Apartments are old and the old windows make them extremely cold during the winter. Plus, the heating is based on very inefficient electric panels, and thus the electricity bill can get as high as 400 USD per month. The Landlord requires you to have all the panels turn on during all the winter so the old pipes won't burst. And if they do, you will get sued by the Landlord! And forget about getting your deposit back, that won't happen! Stay away from The Boulevard View and The Roosevelt!
